State health officials announced Wednesday that animal waste that seeped into an underground storage tank likely caused the outbreak. The report said that the bacteria may not have grown had Alamosa used chlorine to disinfect its water supply.

The Colorado Water Conservation Board approved the agreement in Denver on Monday. The agreement means Pitkin still owns its water but is agreeing to keep the water it has rights to -- 4.2 cubic feet per second -- in the river for as long as it wishes.

The Arkansas Valley Conduit will pipe water from Pueblo Reservoir, just outside Pueblo, to communities along a 110-mile route ending in Lamar. The pipeline was first authorized by Congress in 1962 but languished because it required 100 percent local funding from the communities it would serve.

Arizona State University professor James Elser, the study's lead author, says the effect of airborne nitrogen on once-pristine lakes in the park is greater than previously believed.  The nitrogen comes from vehicle exhaust, fertilizer used on farms and livestock feed lots.
